"But the government is sleeping", Congress leader Mallikarjun Kharge told Speaker Sumitra Mahajan to which the BJP benches embroiled in protest.

The Opposition Monday accused theBJP-led government of encouraging organisations behind the violence by cow vigilantes, with Congress claiming thatlynching of people in the name of religion and cow protectionbegan only after it assumed power.

Winding up a six-hour debate in the Lok Sabha, junior home minister Kiren Rijiju said lynching happened in the country irrespective of which party is in power and insisted that states are empowered to act against the culprits.

"There's a feeling of threat in many states, especially because of fringe groups".

The government on Monday said that lynching issue was being used by the opposition to defame prime minister Narendra Modi. Three years back corruption was a big issue but this has vanished from the political sphere due to the Prime Minister's stand against it.

CPM MP Mohammad Salim also echoed similar views and demanded a discussion on the issue of mob lynching.

A strong rebuttal came from the BJP MP, Nishkant Dubey, who said that numerous case mentioned by Kharge were pending in court under Indian Penal Code Section 352.

Rijiju cited statistics to state that governments under opposition parties rule saw more incidents of mob lynching, atrocities against Dalits and communal violence. But, he took a pot shot at former Prime Minister, hinting at Manmohan Singh, for not even "uttering a word" when such incidents were taking place during the UPA regime. He said, it is for States to take action against people involved in violent incidents in their areas. He said the accused had got brazen because of the encouragement they received. "The Centre can't send paramilitary on its own", he said.

He demanded a separate "manav suraksha kanoon", or human protection law, to deal with such incidents, saying the Criminal Procedure Code (CrPC) and the Indian Penal Code (IPC) don't define lynching. Offering details of all major incidents of lynching in recent times - including the killing of Pehlu Khan in Rajasthan and Junaid Khan in Haryana - he cautioned that India (Hindustan) must not be allowed to degenerate into "Lynchistan".
