The medical marijuana program was signed into law by Gov. Tom Wolf on April 17 and is expected to be implemented by early 2018.

A physicians registry will be announced in July and regulations for patients and caregivers will be announced in September, Collins said.

The companies approved for permits will have up to six months to become fully operational, Collins said.

Collins said the department is on track to have the entire medical marijuana system up and running in 2018.

But the state still could face a lawsuit from personal-injury attorney John Morgan, who backed the constitutional amendment on medical marijuana that passed in 2016 with 71 percent of the vote.

Throughout the process, Collins has faced questions about the program's transparency.

Collins said the program will announce its 27 picks for distributors by the end of the month. He said he could not estimate at this time how much will immediately be invested in New Castle by Holistic Farms.

Among other provisions, the bill grandfathers in seven existing providers, renames them "medical marijuana treatment centers" (MMTCs) and requires the Department to license 10 new providers by October. Applicants for dispensaries paid $5,000 to apply, and the winning applicants will pay a $30,000 permit fee.

There was not much information available on Prime Wellness, but the Frankliin labs web site indicates they already have an operation in New Jersey which produces almost 70 percent of all medical cannabis in that state.
